Mississippi is moving toward reopening its economy, but it will happen in phases.

The latest is move is a "safer at home order".

It will be in effect for two weeks beginning monday.

Courtney ann jackson has some of the highlights.

The safer at home order isn't a green light for you to go back to day to day activities as usual.

"i continue to ask you, please stay at home as much as you possibly can.

You still have to be smart."

But what the order will do is allow foot traffic into retail spaces that were previously curbside and delivery only.

"newly opened retail stores have to reduce capacity by at least 50% to avoid crowds.

Businesses have to follow cdc and health department guidelines like sending sick employees home, wearing mask, screening for symptoms and social distancing as much as possible."

Restaurants and bars will have to keep operations to curbside and delivery.

The order won't allow for the reopening of theaters, gyms, salons or tatoo parlors.

The state health officer notes there is a strong level of personal responsibility that comes along with the changes.

It's going to be maintaining social distancing, not attending social gatherings, making sure it's important to be around the same people you're going to be around.

So if you're around 10 people but they're different people all throughout the day, that doesn't really count."

Another significant change with the new order...elective medical and dental procedures will be allowed to resume.

Something else to note here---the order specifies that those in the most vulnerable populations---elde rly and those with underlying conditions should continue to "shelter-in-place".

Not everybody is on the same page when it comes to keeping restrictions in place.

Some states are going further than others to get business flowing again.

And as cbs's mark strassman finds, not everyone is backing the move.

Allie martin tells us about a monroe county ministry forced to suspend its treatment program to keep residents and the public safe.

Things are unusually quiet at the headquarters of broken lives ministry.

Before the middle of march, there were 90 men living on site.

Residents at the faith based program attend daily bible studies and are required to find a job.

They are taken to and from work by ministry staff everyday.

But once concerns about the coronavirus began to increase, tough decisions had to be made that would impact the men and the ministry.

"if they had a place to go , go back home, they could go home, whoever they were living with, was ok, if not they could stay here, but would be quarantined."

For shane scribner and ministry board members, the potential for a resident to contract the virus while on a job site, and bring covid 19 back into the facility, was too much of a risk.

Thirteen men are living at the ministry, taking part in bible studies and church services, with no visitors or guests from the outside.

Pastor gary dawson has helped lead bible studies and worship services, and has also kept in touch with many of those who moved out temporarily.

"i've been hearing from them, text me, had two or three come by the house, they miss it and they are eager when we open back up, to come back in and finish the program."

Pastor dawson says the ministry will be ready to pick up where it left off, when the time is right.

"we are just going to keep loving people, we got an epidemic of sorts with drug addiction, there 's more people die from drug addiction than with coronavirus every year.

We are in an industry to help people and we have a great gospel and great savior to share with people."

Earlier this month mississippi's lt governor delbert hoseman asked churches to ring their bells for 1 - minute at six pm every day through the end of the statewide shelter in place on april 20.

In the real estate market, potential home buyers are the hunt to purchase a house for just the right price.

Our stephanie poole talked with two local agents who say the covid- 19 threat has affected the home buying process.

" we have potential buyers and they are out in full force and we have a-lot of people who are looking online so we're doing alot of virtual showings."

Kris davis is a broker with re/max partners in columbus.

She says although buyers are interested in home showings, active listings are down nearly 15- percent, limiting their market inventory.

"we still do have a- lot of buyers who are looking and taking advantage of some of the great interest rates that are available right now."

She says the company's major lenders are even switching up the way to conduct appraisals.

However, re/max agent stephon jones says before jumping to purchase a home, there are a few things to consider.

" a lot of loan companies, they'll do a loan then sell the loan.

With the stock market the way it is,a lot of investors who typically buy those loans are not buying those loans.

They sitting and waiting to see what the market does because if they don't have anyone to buy the loans they won't make them."

And these changes in the real estate market are affecting the time it'll take to close on a home.

" our average days on the market are up by 20 days which is expected because we are having to get some extensions to close our loans.

Along the lines it's more of 30 days when you make an offer to close on a home.

We're trying to prepare buyers that it may be more 30 to 45 days just so we can allow for additional time."
