Hull council leader says devolution has people's 'blessing' amid claims turnout shows 'apathy' towards mayor

The results of the consultation showed 53 per cent believed devolution proposals would help address East Yorkshire's priorities, while 1,491 people from Hull and 2,941 from the East Riding took part.
