European Union Remains Divided Over How To Handle Syria's Bashar Al-Assad

Reuters reports that the EU has repeatedly made its reconstruction support conditional on a U.N.-led peace process to end a war that has claimed hundreds of thousands of lives and displaced roughly half of Syria’s population.
