California epidemiologist doctor george rutherford says there have already been examples of new spikes.

It went from around maybe 70 a day to 140 a day for a couple of days."

Rutherford says testing and contact tracing are key to managing the spread.but new white house press secretary kayleigh (kay-lee) mcenany (mac-ah- nay-nee) says not everyone needs a test.

The people who need to be tested are vulnerable populations."
